About our Group Board:
Our Group Board is a group of appointed members who jointly oversee the activities of Be One Homes. It has responsibility for:
- The overall management of the organisation.
- The approval of our annual business plan.
- The approval of our annual report and financial statements (also subject to external audit).
- Deciding which areas of responsibility are to be delegated to Committees or Be One Homes colleagues.
However, the day to day running of the organisation is delegated to our management team.

Meet our Board members:
Ian Munro
Ian led the transfer of Tameside’s 16,151 council homes to New Charter Group in March 2000; the first Metropolitan transfer and at the time the biggest in number and valuation (£129m) and first to a new group structure.
Ian has been a member of our Board since 2018, and was appointed Chair in October 2019.
Mark Wilkinson
By profession, Mark is a chartered accountant and held executive finance roles across Greater Manchester before moving into general management.
Mark is passionate about tackling health inequalities and is keen to explore the broader contribution Be One Homes can make to supporting flourishing communities. He has been on our Board previously in 2018 and was re-appointed to our Board in April 2022.
Emily Mort
Emily is heavily involved in Community activities, both in her work as a local Councillor and a Leader of local Brownies and Girl Guides groups.
Emily was appointed to our Board in July 2023.
Sharon Hanbury
This includes 15 years at Head of Service level in two Greater Manchester Local Authorities with responsibility for Strategic Housing, Private Sector Housing, Housing-led Regeneration, Housing Growth and a range of other services and areas.
Sharon’s experience at CAs (both Greater Manchester and Liverpool City Region) – involving several areas such as Private Sector Housing, Housing Growth and Housing Retrofit - has added further experience as well as different perspectives. Strong partnerships and collaboration with Housing Providers has featured highly in her career and is a considerable strength.
Sharon is highly passionate and committed to making a difference to places and the lives of residents and communities; with her Board and Committee roles presenting significant opportunity in these respects.
In April 2022 Sharon joined our Board, together with the Group Audit and Risk Committee, Group Development Committee, and Customer Experience Committee.
Sharon is the Chair of the Customer Experience Committee and is also our Board Member Responsible for complaints, providing strategic direction to ensure we are responsive to customer feedback.
Phil Saxton
He has extensive experience of social housing through his work as an executive interim with a large number of providers for 20 years. He hopes to bring a breadth of perspective on social and business issues to complement those of colleagues at Be One Homes.
Phil was appointed to the Audit and Risk Committee in May 2023, and became Chair of the Committee on 1 February 2024. Phil was also appointed to our Board on 1 February 2024.
Grace Broadhurst
The Ethos and Culture of Be One Homes in supporting people and their communities to help them flourish is a vision Grace believes in and is pleased to be a part of.
Grace joined our Board as a co-optee member in May 2023 and was appointed as a full Board member in April 2024. She is also a member of our Governance and People Committee, as well as our Audit and Risk Committee.
Charles Dunn
Over the last 12 years, he has specialised in the social housing sector, delivering significant land‑led development programmes and large‑scale asset renewal projects across a range of tenures. His work includes traditional construction, modern methods of construction, and the delivery of sustainable technologies such as solar PV and ground‑source heat pumps.
Alongside his executive career, Charles has extensive non‑executive experience with housing associations including First Choice Homes Oldham (FCHO), Yorkshire Housing, and Incommunities.
He currently sits on the Main Board at FCHO, chairs the Investment and Development Committee, and is a Board Director at Yorkshire Housing Residential (YHR), supporting market sale, shared ownership, and PRS activity.
His roles have also included committee membership across Audit and Risk, Investment and Development, and Sustainability and Zero Carbon workstreams. He is passionate about improving outcomes for customers and communities and brings strong strategic insight, commercial acumen, and a commitment to fairness, integrity, and social value.
Motivated by the opportunity to make a meaningful contribution, he is keen to use his wide-ranging experience to support the organisations vision and strategic ambitions.
Charlie was appointed to our Board in October 2025. He is also a member of the Stonecross Homes Board and chairs our Development Committee.
Maxine Fitzpatrick
As Director of Development Strategy & Regeneration at Torus, Maxine currently provides strategic oversight for one of the North West’s largest housing and regeneration programmes, which delivers around 1,000 homes per year.
Maxine adds real value to our Board and committees by providing strong strategic and operational insight, while ensuring our tenants and communities remain at the heart of every decision we make.
Narvinder Khossa
She has a motivation for delivery of homes that help create positive social impact, providing homes for all.
Narvinder was appointed to the Board in April 2024 and is also a member of our Development Committee.
Melanie Everest
Melanie is passionate about helping people and making a positive contribution to local communities.
In her role, Melanie combines her professional and lived experiences to make a real difference to others. Melanie is a member of our Customer Experience Committee and Co-Optee on our Board.
